We are proud of our achievements over the past 18 months:  

The Wigan integrated care system (ICS) is building a strong collaborative partnership which will take shared accountability and responsibility to meet the health and care needs of the Wigan locality population. Our aim is to have the best health and social care outcomes in the country delivered by one of the safest and most efficient systems; establishing an asset based approach to supporting patients and people in services that link physical and mental health, social care, general practice, broader primary care and the voluntary sector.

Wigan is one of the 10 localities in the Greater Manchester Health and Social Care Partnership (GMHSCP). Along with the rest of Greater Manchester, following our 2017 Deloitte Review we are building a strong place-based Strategic Commissioning Function (SCF) that is closely aligned to a Greater Manchester Commissioning Hub. The local leadership of the Strategic Commissioning Function is via the Integrated Commissioning Committee. This leads a Section 75 Agreement between the CCG and Local Authority will make joint decisions over £1.2bn of public spending within the Borough of Wigan via pooled, aligned and in view budgetary arrangements. 

This alignment will deliver transformation of both health and care, along with the broader public sector transformation, via a different approach to commissioning based on population health outcome measures as well as National Indicators. The main local health and care delivery mechanism is via a nascent Integrated Care System (ICS) partnership arrangement of commissioners and providers.

The Healthier Wigan Partnership consists of partners across Wigan health and social care system. It includes Wigan Borough CCG, Wigan Council, Wrightington, Wigan and Leigh NHS Foundation Trust, North West Boroughs Healthcare NHS Foundation Trust, as well as GP led primary care organised at a neighbourhood level.   The Healthier Wigan Partnership’s strength is that it is centred around place based working, with a broader public sector transformation ambition, delivered around schools and General Practice at the heart of the local communities

All of the above is underpinned by our pioneering asset-based approach to population health. We are working closely with the other Integrated Care Systems within Greater Manchester and our neighbouring localities with which we have common interfaces and patient referral flows. Clinical, Political and Executive contributions from each system partner are strong providing collegiate and strategic leadership to system wide programmes. There is a willingness to collaborate and this will be enhanced through the shared learning from new and emerging forms of commissioning and delivering care as the Healthier Wigan Partnership matures.
