Job overview

The post holder will provide strong clinical leadership and strategic management of multidisciplinary teams delivering children’s continuing care services. 

The post holder will effectively manage the budget and the allocation of resources for the service. Particular emphasis will be placed on the management of performance, quality and resource utilisation with a view to securing the delivery of consistently.

 

Support the Senior Management Team in relation to strategic planning, clinical policy and governance to support the Service Plans in line with the Health Board’s objectives, operational policies and strategic intent

Main duties of the job

They will lead commissioning arrangements for Children’s Continuing Care, Section 117 aftercare and specialist health services for children with complex needs across Wales. Working collaboratively with local authorities, education, and independent providers, the post holder will ensure high-quality, safe, and equitable services that meet national standards and legislative requirements.

Detailed job description and main responsibilities

Oversee direct packages of care for children identified as having continuing care needs and contribute to a seamless care package to children and young people by providing appropriate liaison across services.  

 Provide clear leadership to the Children’s Continuing Care team in collaborations with partner agencies to deliver a quality service that meets the needs of children, young people and their families.  

Support the planning, commissioning and performance management of the delivery of quality services, actively seeking the involvement of service users in the planning and delivery of care.  

 

Contribute to the overall planning, delivery, performance management and evaluation of Children’s Services and wider Health Board objectives in conjunction with Associate Directors, Heads of Nursing and Operations Manager.

 

Monitor and evaluate service provision through agreed audit cycles with a view to continuous improvement. Involving service users in the planning and delivery of care.  

 Ensure compliance with and development of policies, procedures and clinical guidelines within the area of responsibility 

 

Budget holder for Children’s Continuing Care Service including responsibility for overseeing the financial position by ensuring that services within the span of control are managed with the delegated budget and comply with the Health Board’s Financial Standing Orders  

 

Ensure that there is robust governance around the funding applications, assessments and be involved in both the Joint Commissioning panels and the Quality Assurance Panel

Qualifications & Knowledge

Essential criteria
  • NMC registration
  • Degree level qualification equivalent eg RGN/RMN
  • Post graduate qualifiaction at Masters Level or working towards or equivalent knowledge to Masters Level
Desirable criteria
  • Knowledge of Children & Young People's Continuing Care
  • Formal management qualification

Experience

Essential criteria
  • Management experience at Band 7 equivalent or above
  • Service Development
  • Producing and developing policies and practice guidelines
  • Working within multi-disciplinary teams
