Job overview

This role supports delivery of the ICB's Four Layers of Care model — the clinical model through which NHS Kent and Medway commissions and provides care across primary care, single neighbourhood, multi-neighbourhood and acute hospital settings. The post holder will ensure quality, safety and patient experience are embedded consistently as care moves across these layers, in line with the ICB's ambition to shift activity toward proactive, community-based care.

This post requires current, active registration with the NMC (as a Registered Nurse or Registered Midwife) or the HCPC as a Registered Physiotherapist. This is an essential, non-delegable requirement of the role: the post holder is required to exercise autonomous clinical judgement and professional accountability, under their regulatory body's Code, when assessing patient safety, quality and clinical risk in commissioned services, and this post cannot be undertaken by a person who does not hold such registration.

Main duties of the job

•    The post holder will manage provider quality assurance and improvement at place and system level for the ICB, from a nominated portfolio, as part of a wider Quality Team.

•    The post will take the role of Quality Lead in the Multi-Disciplinary Team (MDT) for Urgent and Emergency Care and Flow, which forms part of the foundation of our operating model, by promoting integrated decision-making and shared accountability. Collaboration is central to the way the ICB works across all teams and units, and this role will actively foster and enable effective partnership working across the organisation.

•    The post holder will manage a robust process to gain assurance on the quality of the healthcare services, from their allocated work portfolio, commissioned by the ICB.

•    The post holder will be responsible for assisting in the implementation of a quality assurance and improvement framework, informed by the National Quality Board Quality Risk and Escalation Framework.

•    The post holder will ensure the robust application of a comprehensive monitoring framework for measuring and reporting on the quality of healthcare, preparing and overseeing the preparation of both internal and external reports.

•    The post holder will manage the application of a robust reporting system for all commissioned services that provides data quality, system security and confidentiality at a level commensurate with NHS standards.

Person specification

Qualifications and Experience

Essential criteria
  • Current, active registration with the Nursing and Midwifery Council (NMC) as a Registered Nurse or Registered Midwife, or with the Health and Care Professions Council (HCPC) as a Registered Physiotherapist, as applicable to the post holder's professional background.
  • Educated to Master's level, or equivalent level of experience of working at a senior level in a specialist area.
  • Extensive knowledge of specialist areas, acquired through postgraduate diploma or equivalent experience or training, plus further specialist knowledge or experience to Master's level equivalent.
  • Evidence of post-qualifying and continuing professional development.
Desirable criteria
  • Member of relevant professional body (e.g. Infection Prevention Society, Institute of Health Visiting), in addition to core professional registration.
  • Additional clinical professional qualification beyond initial registration.
  • Patient Safety Incident Response Framework (PSIRF) Training Level 3 and 4, or working towards completion.

  • Ability to negotiate with senior stakeholders on difficult and controversial issues, and to present complex, sensitive information to large and influential groups.
  • Ability to plan and organise a broad range of complex activities, adjusting plans to reflect changing circumstances
  • Ability to contribute to strategic plans across the NHS and within specific teams.
  • Skills and experience of direct line management, job management and leadership of an NHS team/service

  • Skills for delivering results through managing through others, using a range of levers in the absence of direct line-management responsibility.
  • Skills for managing relationships with a range of stakeholders
  • Working knowledge of Microsoft Office with intermediate keyboard skills.
