Job overview

The purpose of the Clinical Site Manager (CSM) is to assume accountability for the management of the hospital site, acting as the coordinator of services working closely with clinical and support staff, guided by both Trust and professional policies and procedures.
The Clinical Site Manager is a clinical leader ensuring quality, safety and efficiency is maintained at all times. Out of hours they will provide clinical advice and leadership in the absence of the divisional senior nurses and managers.

Main duties of the job

  • Oversaw patient flow and bed capacity across the trust, ensuring timely ED admissions and escalation of capacity pressures to senior clinicians.
  • Coordinated patient decanting from AMU to specialty inpatient beds, working closely with wards, matrons, heads of nursing, and MDTs.
  • Liaised with site managers across trusts and external partners to manage bed resources, repatriations, and ambulance diverts.
  • Provided 24/7 site cover as senior on-site contact, including out-of-hours periods and during critical or major incidents.
  • Delivered clinical leadership, supported nursing staff, authorised bank and agency staffing (with senior approval), and maintained advanced clinical competencies.
  • Ensured compliance with infection prevention, health & safety, and trust governance policies.

Detailed job description and main responsibilities

  • Trust-wide lead for patient flow and bed capacity across emergency and elective pathways, ensuring safe admissions, escalation of pressures, and minimal cancellations.
  • Senior on-site clinical and operational leader providing 24/7 cover, including out of hours and during critical or major incidents.
  • Directed patient flow across ED and AMU to support delivery of the 4-hour standard, coordinating specialty bed allocation, decanting, and repatriations.
  • Maintained real-time oversight of bed state through ward engagement, bed meetings, and cross-divisional working with matrons, heads of nursing, and clinicians.
  • Led cross-directorate operational responses, including ambulance diverts, business continuity, and system escalation in line with trust policies.
  • Provided visible clinical leadership out of hours, supporting nursing teams, managing emergencies, and making autonomous clinical and operational decisions.
  • Authorised and coordinated bank and agency staffing (with senior approval), ensuring safe staffing levels and effective use of resources.
  • Maintained advanced clinical competencies and ensured compliance with governance, IPC, health & safety, and the NMC Code of Conduct.

Qualifications

Essential criteria
  • NMC Registered Nurse
  • Degree level qualification and / or evidence of continuing professional development equivalent to post graduate diploma level
Desirable criteria
  • Management / leadership qualification

Experience

Essential criteria
  • Considerable post registration experience
  • Experience in a clinical leadership / team leader role
Desirable criteria
  • Experience of managing patient flow

Knowledge

Essential criteria
  • Understanding of patient flow standards and targets relating to urgent and emergency care, and planned care.

Skills

Essential criteria
  • Ability to rapidly assess acute situations and take appropriate action
  • Good leadership skills and able to influence sustained change
  • Able to undertake extended skills such as venepuncture, cannulation and IV drug administration
Desirable criteria
  • HMIMMS Course or equivalent
  • Advanced Life Support (ALS) Provider
