Job overview

To act as Lead Professional for Safeguarding Adults, Prevent, and Mental Capacity Act and Deprivation of Liberty Safeguards (MCA and DoLS); and to promote excellent practice which is consistent in all areas. The post holder will work closely within the Safeguarding Team to contribute to local service planning, delivery, redesign and performance management in relation to safeguarding adult services.

The post holder will be expected to display high levels of competence, professional judgement, integrity and personal accountability. The post holder is accountable for their own professional actions and is not directly supervised. They will contribute to the development and implementation of safeguarding policy and the Trusts safeguarding adults training strategy, facilitating and evaluating both the mandatory and bespoke training programmes throughout the Trust.

As the Deputy Head of Safeguarding the post holder will:

Work to provide strategic, professional, clinical leadership and consultancy in the safeguarding of adults, and children to include patients with mental health conditions and physical health conditions.

Have a high-profile role as the Deputy Head of Safeguarding throughout the Trust, supporting the Head of Safeguarding and the Associate Director of Nursing (Corporate) in keeping the focus on both strategic as well as local issues.

Main duties of the job

·

To support staff in the delivery of high-quality safeguarding adults practice including the prevention of abuse and neglect, MCA and DoLS, Domestic Abuse and Prevent agendas.

To act as the Trusts MCA and DoLs lead to ensure compliance is maintained with the statutory requirements of the Mental Capacity Act and Deprivation of Liberty Safeguards.

To act as Prevent Lead for the Trust and ensure compliance with all statutory and reporting requirements of NHSE and attendance at required meetings and forums.

Provide safeguarding supervision and case management guidance and be able to identify emerging themes from supervision contacts to inform future training needs.

Support staff to professionally challenge the practice and decision making of others where it is believed that adult safeguarding concerns have not been adequately addressed.

Responsible for overseeing the Serious Adult Review (SAR) and Domestic Homicide Review (DHR) process by supporting the production of reports, chronologies or individual management reviews; the implementation of the recommendations and the dissemination of the findings from SARs and other forms of multi-agency review. 

Facilitate good standards of record keeping, report and statement writing in line with professional body guidance and guidelines, and Trust policies and procedures, by personal example, within supervision and within the context of training

Detailed job description and main responsibilities

Clinical Duties

Respond to requests in the SAR/DHR process by supporting the production of individual management reviews/ chronologies/ reports.

To always act as an advocate for adults and families.

Provide highly specialist advice/support/leadership to health professionals on a day-to-day basis in relation to safeguarding adults and families.

To act as an enthusiastic and innovative role model.

Provide safeguarding supervision to staff in line with Trust policy on an individual and group basis.

Formulate, agree and monitor plans of care with staff to safeguard and protect adults.

To work closely with Trust Legal Department when legal statements are requested.

Support practitioners to attend case conferences and safeguarding meetings.

Carry out any other activities in relation to safeguarding adults.

Communicate and analyse complex information in potentially stressful situations, with individuals and groups both within the organisation and interagency settings.

Contribute to the MARAC process.

To work with other Named and Designated Professionals for safeguarding children and adults.

To act as the lead resource within the Trust and to other colleagues in health and other agencies around issues relating to Adult Safeguarding, Prevent and MCA and DoLS.

Ensure Trust policies and procedures relating to these key agendas are reviewed and updated as required.

Prioritise, organise and carryout own work effectively.

Deliver single and contribute towards multi-agency training.

Attend the Divisional Patient Safety Board meetings and Divisional Departmental meetings to contribute and support Divisions in discharging their responsibilities towards safeguarding adults.

Communicate information of an emotive and complex nature to families and carers using an empathetic approach and the highest level of interpersonal skills.

Support and advise the Chief Nurse/ Deputy Chief Nurse/ Associate Director of Nursing Corporate / Head of Safeguarding in all aspects of safeguarding adults and associated key agendas.

Professional Duties

Work autonomously, organising, planning own workload to meet the needs of the service.

Participate in audits and ensure findings of are applied and embedded into practice

Seek advice and support as necessary from colleagues and peers.

Work collaboratively with the other Named Professionals such as the Named Midwife/ Named Nurse Safeguarding Children on issues relating to vulnerable pregnant women and the unborn/newborn child/ children and young people.

Represent and make decisions on behalf of the Trust in relation to statutory requirements such as participation at strategy meetings and case conferences.

Influence the development of the service by keeping up to date with emerging health and social care agendas.

Ensure practice is delivered to agreed standards in line with governance and agreed frameworks.

Contribute to existing networks locally, regionally and nationally.

Lead, report on and investigate clinical incidents in relation to Safeguarding Adults, Prevent and MCA and DoLS.

Identify gaps and barriers in service provision and implement measures to address them where appropriate.

Act as a representative for CHFT when attending external meetings and subgroups of the Local Safeguarding Adults Board.

Managerial Duties

Line managerial responsibility for the Specialist Practitioner Safeguarding Adults. 

Financial Duties

Ensure the appropriate use of equipment and resources.

Support the Head of Safeguarding to manage the financial plan for the Safeguarding Team.

Multi-Agency Working

Participate and contribute to relevant multi-agency groups in order to develop practice and feedback to the Head of Safeguarding any gaps in service.

Attend the Local Safeguarding Adult Board sub-groups and feedback to the Head of Safeguarding.

Contribute to the work of the Local Safeguarding Boards.

Work in partnership with other agencies in the voluntary and statutory sectors; contribute to multi-agency training and provide specialist advice when required.

Develop and establish close links and work across boundaries to promote inter-agency working and communication channels. Develop systems of information sharing within the Trust and partner agencies.

Communication and Partnerships

Develop close links within the organisation and partner agencies to promote effective communication when addressing safeguarding adult concerns

Have the ability to impart knowledge, plans or proposals clearly and effectively at all levels consistent with their understanding.

Deliver safeguarding training that reflects the needs of the participants at single and multiagency level to promote effective safeguarding practice.

Support colleagues in disseminating and implementing recommendations from serious adult reviews and other reviews; either locally or nationally.

Contribute to the Annual Safeguarding Reports.

Responsible for complex decision making.

Education and Training

To lead on the development, provision and evaluation of safeguarding training, and influence the Trust’s training programme.

Raise awareness throughout the Trust of Local Multi-agency Safeguarding policies and procedures.

To mentor and assess students as required.

To take responsibility for own continuing professional development and performance including identifying own development needs and maintain own portfolio in accordance with registration requirements.

Clinical Governance

To raise awareness amongst Trust staff of any relevant recommendations of local and national safeguarding reviews, guidance and policies.

To actively participate in the production and implementation of quality standards, policies and procedures.

To monitor and review all safeguarding cases throughout the Trust and where appropriate provide the Trust’s chronology of events, contributing towards serious case reviews, management reviews and action plans.

To contribute to the delivery of quality standards within the Trust’s Clinical Governance framework and to help deliver the Trust’s obligations to performance monitor its safeguarding arrangements.

To improve clinical effectiveness by the use of clinical governance, in line with the Trusts quality framework, participating in service development by utilising evidence based practice.

Participate in research and the development of initiatives in practice and encourage others.

To initiate and participate in research and audit as required.

To attend and provide reports to the Safeguarding Committee Meeting and act as Chair for one of the safeguarding subgroup meetings.

Deputy Head of Safeguarding 

Contribute to and influence national advances and developments within safeguarding where appropriate.

Responsible for overseeing safeguarding quality improvements, within the current legislative framework, predicting new statutory responsibilities

Responsible for leading and co-ordinating effective arrangements for safeguarding adults, children, and families.

Lead on safeguarding reviews, developing, and implementing action plans and disseminating learning within agreed timescales.

Lead on the dissemination and implementation of organisational safeguarding policy and procedures.

Implements strategies, protocols, pathways, and action plans to strengthen the management of safeguarding services.

Supports the Head of Safeguarding with the strategic responsibility for ensuring the implementation of appropriate Care Quality Commission core standards.

Accountable for improvement plans relating to safeguarding adults and children.

Supports the Head of Safeguarding to develop a safeguarding Strategy for the Trust, monitoring its implementation, evaluating its effectiveness and compliance with this.

Contribute to the performance of Corporate Nursing Services.

Work with clinical Divisions and Corporate teams to identify and address capacity and capability gaps to support the implementation of robust and effective safeguarding processes.

Represent the Head of safeguarding/ Associate Director of Nursing (Corporate) at external forums in relation to safeguarding

Deputise for the Head of Safeguarding where required.
