Job overview
The Community Services Manager is a senior, clinical leadership role, working as an integral part of the community service group.
The Community Services Manager will operate independently, complying with professional codes of conduct, organisational policies and procedures and the PTHB Values and Behaviours Framework.
The operational and professional delivery and performance of Community Services with their respective cluster, ensuring that services are developed, responsive to need, and provided with dignity, respect and in a co-productive approach.
Ensuring services within the cluster are appropriately staffed to deliver safe and responsive care, in accordance with legislation and college guidance.
Exercising judgemental and autonomous decision making in line with the seniority of the post and the Health Board’s policies, scheme of delegation and standing financial instructions.
Main duties of the job
Working collaboratively, at all times, with other leaders, managers and stakeholders in order to consistently achieve high quality services and performance standards.
Providing visible and effective clinical leadership and operational management for the services, with responsibility and accountability for effective service delivery and site management.
Providing and developing a positive working environment and open culture which fosters high morale and commitment amongst all staff and promotes their wellbeing, professional and personal development and is in line with the Health Board expected values and behaviours.
Participate in PTHB operational On Call rota.

Detailed job description and main responsibilities
Ensure that appropriate high quality community services which meet the Health Board’s statutory duties are available to the whole of the local population on an equitable basis, maximizing the use of service, workforce and audit information to inform decision making.

Person specification
Qualifications and or knowledge
Essential criteria
- Current registration with a professional body, in a relevant clinical discipline e.g. HCPC, NMC
- Management/Leadership qualification at post graduate level or significant experience of managing and leading NHS teams
- Masters level degree or equivalent experience / qualification
- Evidence of continuous learning and professional development
- Knowledge of NHS Wales performance management framework
- Knowledge of current developments in broader NHS Wales policy and strategy: including integration of services across the NHS and local authorities
- Knowledge of the NHS Wales professional agenda
- Knowledge of PTR regulations
Desirable criteria
- Knowledge of current Welsh Government policy and issues in Adults Health & Social Care
Experience
Essential criteria
- Experience in service change management
- change management Experience in developing action plans to improve service quality subsequent to internal and external audit
- Experience of Putting Things Right, to include complaints, incidents and claims management and Redress Regulations
- Experience of and an ability to work successfully with staff within teams and across organisations
Desirable criteria
- Ability to speak/write Welsh
Aptitude and Abilities
Essential criteria
- Ability to demonstrate tact and diplomacy when working with others
- Ability to present high level information in a variety of formats
- Confident in the use of Microsoft packages
- High level interpersonal and communication skills
Other
Essential criteria
- Ability to travel in and out of county
- Able to work hours flexibly
- Able to participate in On Call
