The post-holder will work as a senior specialist member of the safeguarding team, with support from the Head of Safeguarding Childre/Child at Risk and Director of Safeguarding and Public Protection. The post-holder will be responsible for leading all the specialist aspects of safeguarding linked to Midwifery services. The post-holder’s role focuses on the most complex cases, where specialist knowledge and significant expertise will be required to ensure best practice is in place. The post-holder will act as Named Midwife. Additionally, the post-holder, with support from the Head of Safeguarding Children, will take operational lead for violence against women, Domestic Abuse and Sexual Violence (VAWDASV) not only within the Women’s Division, but also across BCUHB. This will require clear links with Strategic Leads. The post-holder will be required to provide high quality specialist reports, root cause analyses; expert advice and/or clinical information to relevant partners and to work in close collaboration with other Specialist Midwives/Specialists in Domestic Abuse across England and Wales. The post-holder will be required to provide clinical supervision to midwifery specialists within the safeguarding team and other colleagues and support and supervise staff who may be working on complex cases or requiring specialist advice.

Main duties of the job
· To have a management role which includes the management of Safeguarding Specialist Midwives.
· To work collaboratively with the multi-disciplinary team and partner agencies to ensure that babies and their families who come into contact with services at BCUHB are safeguarded.
· Together with members of the Safeguarding Team, contribute to the Health Board’s safeguarding policies, procedures and strategies.
· Actively participate and lead on quality assurance processes, audits and report writing in accordance with the safeguarding agenda.
· To give obstetric and maternity safeguarding assurance to the Director of Safeguarding and Public Protection and North Wales Safeguarding Board as requested.
· To contribute in line with BCUHB responsibilities relating to the Single Unified Safeguarding Review (SUSR) process, ensuring recommendations are implemented and audited.
· Ensure that BCUHB meets its statutory obligation to safeguard and promote the welfare of all unborn babies, children, young people and vulnerable pregnant women who access services within BCUHB.
The post-holder will need a strong grasp of clinical and safeguarding risks associated with midwifery, and the VAWDASV agenda and the associated legislative requirements.

Detailed job description and main responsibilities

The post-holder will have a significant role to play in developing services; working on a range of safeguarding compliance audits, and with clinical colleagues across all services and specialties to ensure individuals who require protection from harm benefit from optimal care from BCUHB. The role will also provide advice to secondary care, and support clinical colleagues in assessing environmental and other risks to those using acute and other BCUHB services.
The post-holder will have a significant level of autonomy, and will be able to work without direct day-to-day supervision but will require a strong awareness of the need to share information appropriately, and when to escalate to the Head of Safeguarding Children. |
Person specification
Qualifications & Knowledge
Essential criteria
- Current midwifery registration with the NMC.
- Masters level qualification or ability to demonstrate equivalent knowledge and skills
- Strong understanding of legislative, statutory and regulatory requirements in health services
- Strong understanding of the legislative framework linked to safeguarding children, safeguarding adults and Violence Against Women, Domestic Abuse, Sexual Violence (VAWDASV).
Desirable criteria
- Strong working knowledge of Gillick and other relevant case law.
- Good working insight into national enquiries including Domestic Homicide Reviews
Experience

- Management experience
- Experience of research and audit
- Strong understanding of safeguarding and the need to protect individuals from harm.
- Good skills in clinical/management supervision and reflective practice
